The Matoran were designed not to be a perment species.

 

Since all Matoran can have a Destiny which allows them to become a Toa then Turaga.

In theory eventually all Matoran would become Turagas and Toas.

Every Matoran has the potential to become a Toa, but they will not all do so.

 

Besides, Greg confirmed that it continues to be possible to make new Matoran on Spherus Magna. So the species won't die out.

I did not know that new Matoran could be made.

I guess that disproves my idea right there.

Do all Matoran have a destiny that allows them to be Toa?  I thought Greg's stance was that only some Matoran did.

 

If you look at Dark Mirror, Takanuva tries to turn alternate universe Takua into a Toa using the Avohkii, but it doesn't work.  The conclusion is that he has a different destiny in that universe.  So even if you expose a Matoran to Toa Power, they can't become a Toa unless it's their destiny.

New Matoran can be made, but will they be? I suppose it really depends on how the new Matoran-Agori society plays out.

if my memory serves correctly: specific matoran had the potential to become toa if needed. These matoran were often seen as eccentric or different somehow, such as Krakua (again, top of my head, refer to bs01). So, not all.
