All Matoran know that it is Toa who protect them from great threats and evils they cannot conquer, and thus all Toa must be administered the training necessary to allow them to do so. If they don't receive this training, they will be improperly equipped to deal with enemies coming after them for what they are, or attacking those around them, and may cause great, irreparable destruction.Toa follow the Toa Code in order to keep Matoran from fearing them as killers or powerful monsters. If Toa are not brought to the Council to be taught the code and trained in the way to deal with enemies in non-lethal ways, they may be confused with members of the Council and reflect negatively on the organization. In this event, Toa across the Universe may be shown in a bad light or demonized. As they possess great power, Toa must be secured in a comfortable location for imprisonment, or surrender their Toa power into single Toa stone, and upon the day that a new being finds it and they become Turaga, they are to be allowed freedom in their new form, despite having refused their destiny and forced its burden upon another, who already had one of their own.Finally, as the Council consists only of Toa, and all voices have a say, this is done in a way that ensures that Toa can take care of internal affairs and that the actions performed by the group are only those benefiting the greater good. The goal is, of course, to make sure you guys are questioning things and trying to figure out what's the right or wrong thing to do. Since Toa of Iron can just pump the stuff out, it becomes less valuable. I was going to have the character wear a mask of healing but then I remembered Rhotuka!So if I could use one of those helmets that let water breathers water walk around on land then I might use a member of Ehlek's species as my doctor character. You know the type of helmet Brutaka has. He would also have to have a Rhotuka launcher. Not sure if that is too much technology.
