@Aho-Chan You can find them most often in the Lego Games sets (they're often used as eyes). Off the top of my head I can't think of any sets outside that line that use them.

I suggest buying Wild Wool/Shave-A-Sheep for this piece. It has a ton of them.

I got them in the Robot-buiding game (can't remember the exact name right know).

They are incredibly useful.

They debuted in the LEGO Games sets in 2010. So far, I don't believe they come in any sets outside the Games theme. Here they are on Peeron (the Peeron item number is a placeholder; the real Design ID is 85861, which they're listed under on Bricklink).

@Toa of Dancing The hole in the stud allows for virtually any beam to fit through the hole. That plus its small size (1 x 1) makes it very versatile. Plus it makes for great eyes, which is pretty much the only way Lego used it so far. :P

I'm using a couple of these in a WIP. They enabled me to construct a build that would have been impossible otherwise.

Yes, this is a perk of buying some of the Game sets... you get these pieces. ;)

One of these + Collectible Minifig Ski Pole = Mini Space Needle.
