So the Cargo Copter I bought at Brickfair is hideously incomplete, and I probably can't replace the missing parts and still have my expenses on the set be under MSRP at this point.

 

What a waste of $17.

That is why I usually avoid buying sets and such like that. Vendors are picky sometimes about stuff. You might want to try and build it and see if all the pieces are there... but they'll be all "Nope, you have to buy it first to build it and no refunds."
