Toa_Ausar hereby proposes that the following refined sketch, that was previously adopted as the preliminary map of "The C.I.R.C.L.E. Universe", be replaced by the following kingdoms outline instead.

The revised twenty-first article proposed by RingMaster Zee & Toa Zahaku is as follows:

Toa Zahaku hereby proposes that a small population of Makuta managed to survive Teridax's slaughter of their species inadvertently. They were in fact actually retreating from the Order of Mata Nui's assault on the Isle of Destral when they fled into the "Zone of Darkness" and thus remaining there, beyond the scope of the Great Spirit Mata Nui, for an undetermined length of time before returning to "The C.I.R.C.L.E. Universe", without knowledge that their leader's plan had succeeded, nor of his betrayal of their brethren. Exactly how these surviving Makuta traveled to and from this "Field of Shadows" is unknown at this time.

The twenty-second article proposed by Kohila is as follows:

Kohila hereby proposes that within "The C.I.R.C.L.E. Universe", when a Toa who has recently been mutated into a "Toa Hordika" empowers a "Toa Stone", said "Toa Stone" retains trace amounts of "Hordika Venom".

 

However, if a Toa reaches full bestial mutation, such as in the case of the Dark Hunter known as "Savage", then said Toa can no longer create "Toa Stones" of any sort.

 

Also, the minute amount of "Hordika Venom" contained within a "Toa Hordika's Toa Stone" is at such a minimal concentration that it typically causes only minor physical transformation and a more indignant personality, as opposed to twisted, primal form that's far more aggressive.

The twenty-third article proposed by Kohila is as follows:

Kohila hereby proposes that within "The C.I.R.C.L.E. Universe" there are Kanohi known as Hikiri (hee-KEE-ree), the Great Mask of Perception, that allow the user to hear sounds, voices, etc. within a five kio radius. In addition, the Noble form of this mask, because of its' decreased power, only has a hearing range of approximately one-half kio. Unfortunately, due to the nature of its' power, frequent or prolonged use of this mask has been known to drive the user mad.

Also, note that this discussion and the corresponding voting will end at 1200 PDT (Noon in the Pacific Time Zone) on Monday, February 23rd, 2009 provided that at least 3/4 of C.I.R.C.L.E. members have voted at that point.
