Oregon require one to only be 15. Other states, like the Dakotas, Texas, Alaska, and Iowa, require you to only be 14, while states like New York and New Jersey require 16 year of age to get a permit. ~EW~ Quote Link to comment

It depends on intelligence, not age, and if anything, children are better suited for learning than adults are. So, there´s some kind of intelligence test, or how? -MOSM- Quote Link to comment

Good thing for permits is that the parent has to be with you all the time, so by the time you can get the license you're hopefully ready to take on the responsibility. Worked fine for me back then.
