Its a post count type rank. You can't change it, except by posting. I didn't start out with the rank I had, I had to do 28however many the ones digit is post.
It will change with posts and time. -

Find people that offer them.
I can check around for you, if you like, but usually you just find people that say 'request me for banners.' Would you like me to ask some people I know?
