And yes, I'm aware that they have both sworn never to take a life, which makes this all the more interesting.

I think Strange would win simply because his powers are more combat-based, while the Doctor has never really liked fighting (although I guess it depends on which version of the Doctor shows up). Although if the Doctor could get the upper hand on Strange, he definitely knows ways to deal with him without killing (watch the end of The Family of Blood to see what I mean).
