First, and foremost, I am loving the theme of the contest and am excited that a MOC I have been building fits the theme perfectly. However, I can definitely see why people would be turned off about the contest. CCBS is not everyones cup of tea, and that's understandable. I'm sure that not everyone has CCBS parts flowing out the wahzoo and some of the entries have been built with a limited amount of parts, like only 2015 sets and the like. CCBS certainly has its limitations, like not being available in all of the colors of G1 like metru blue, or only being available in a few select pieces like metru red, metru green, and the new brown used in some chima sets. I certainly hope that if some people make a character that isn't represented with the right shade or color that they were released or described like, that voters will try to see the source material shine through the MOC. At the end of the contest, I hope that the winning MOC is the entry best suited to the contest. I am looking forward to seeing some really creative reimaginings of old characters.

CCBS is absolutely not a requirement. Lord of Skull Spiders is maybe 30% CCBS at best. I imagine the same would apply to other Technic-intensive Rahi, while vehicles would almost certainly remain primarily Technic.

Plus, as far as colors go... not all the Toa use the same colors as their classic depictions, either. If it's true to the character and doesn't look totally inconsistent with the 2015 style, that should be enough.

Without any CCBS at all your options might certainly be more limited, but there are several examples of classic sets that could be done without it. For instance, a vehicle like the Ussanui could most likely be done any CCBS at all, as long as you had a decent assortment of smooth Technic panels which could simulate the streamlined look of CCBS shells.

 

Of course, having some CCBS would generally help, but that's not a huge burden. A single 2015 Toa would give you a decent selection of parts for at least a small model, and I think that would be a worthwhile expense for a contest which is based around the style of those sets anyway.
