So at school (here) there's a raffle for an 8G iPod Touch. $1 for one ticket or $5 for 6. I've already put in $10 for 12 tickets.
Should I enter another $20 for another 24 tickets?

The usual 10¢ per part does not apply to BIONICLE or themes similar to it.
The reason should be fairly obvious; BIONICLE pieces are larger than many regular SYSTEM pieces. This takes less plastic to make than this.
Stop saying sets are "too expensive" or "not worth it" just because the ratio is "lower".
