Compared to how cold it can get in Minnesota, yes, it is very warm.

 

 

For me it's just average cold. Then again I live in Ohio so hey

No, 28 degrees is below freezing and is cold cold cold cold. It is dangerous to be out in that weather too long without proper protection. That makes it cold.

Living in Wisconsin, I enjoy 28* in the winter time. I usually go barefoot and wear a Tshirt then. :P

Live up in Alaska for a few years.

 

You'll find you can go out in shorts in that sort of weather. Not for long, granted, the human body has it's limits regardless where you live, but it'll adjust slowly.
