Google "media converter." There's online sites that will do it for you.

Wow, that was fast. Anyway I've done the whole conversion thing, and I've gotten the files at the 64kps part, but there's nothing in the file properties or the converters that mention the Hz or mono stuff, and apparently one or both of those things are wrong because I'm not getting the results I should be getting.

Oh bother, that's what I get for not checking.

"Change mp3 to mono" and "change mp3 hertz" both yield very good results on Google, not that I can actually link to any of them.

Try "Switch Sound File Converter". It works great, and has the Hz options (Listed under "Encoder Options").
