It could be that she's spacing out while her eyes are in your direction, if you understand what I'm trying to convey (and possibly failing at XD). I myself will often be deep in thought visualizing something in my mind, only to realize that my eyes have not physically moved during this contemplation, and that I've been creeping out someone who think's I'm staring at them.
