I believe Belias is located in a spot that you can get to going only through accessory licenses. Which means it may take a bit of work (though you'll have a TON of LP by the time you get there), but you'll be able to just not wear those accessories and still be good to go.

I've heard of this challenge before. It might be a bit easier than the NSG FFX run if only because the characters will still level up. However there are some REALLY important spells you'll be missing (at least on most characters).

The thing about the NSG in FFX is there is a point to as far as you can go. You won't be leveling up at all, since strength, magic, and health is given through the sphere grid.
