Of course. They weren't going to close a topic that had grown so great based upon a rule that wasn't active until months later. One topic alone doesn't affect much, but any later topics will.

Or something like that.

It doesn't make sense to close down one of the top topics in COT due to a rule made after the topic itself, does it?

Well, I thought it would still be closed since the rules now prohibit it.

"Well, these kinds of topics aren't allowed any more, so I'm going to have to close it."
