Wait I remember. HTML is HyperText Markup Language.

From what I am reading: It provides a means to describe the structure of text-based information in a document — by denoting certain text as links, headings, paragraphs, lists, and other things.

But there's plenty wrong with relying on/referring people to Wikipedia and pointing out the obvious.

Nope, it's disabled. However, it appears that Reporters can use it in talkbacks, but that may just be an automatically generated topic.
