First you have to look at it this way:the Toa tools are meant to be used in the BIONICLE universe,not our planet,so the Toa Tools would be very usefull.Second:they would be be made out of protodermis,an unbreakable mineral.And lastly:Toa tools can channel toa power.

 

Personaly,I think Takanuva's staff of light is most useless.I can imagine him fighting a Rahkshi:

First off....Jovan was a Toa/Turaga of Magnetism (not Plasma, not Gravity, Magnetism) on Voya Nui before the Great Cataclysm broke it free from the main Bionicle continent. Otherwise Brutaka the Bad is correct on this canon statis.

 

I believe that the Ignika, which was used pre-cataclysm during the time of Jovan's team of Toa, will be used (or maybe use itself) a second time to rejuvenate the Great Spirit Mata Nui. Any further use I'm not sure of.

 

As for transformation, I think that eventually the Inika's electricity power will be discharged and they will become more like the Toa Mata or Toa Metru with new masks. That is a downgrade in the type of power but maybe not necessarily a decrease of their total power levels.

 

Anyway, I'm not disagreeing with your overall theories, just voicing my own version of them. Great topic.

3. I believe the Great Beings first created the bohrok. The Great Beings created the bohrok as a cleaning tool to help lay the foundation for future cities.

While I'm theorizing, are the Toa Nuva the first Toa? Also, could Keetongu be the Order of Mata Nui agent placed on Metru Nui to ward off future problems?

Well in my story that i am writing, I have a Toa team with eight toa in it but the team doesn't have a name.
