Looking at the pics provided, Viggo Mortenson seems to look it, but then I read the part about the timid voice. Not too good for a strong bad guy.

I just can't see Bale doing a bad guy like this. Same for Jackman.

Marsden? IDK.

Hayter? Sounds like a good choice, especially if he has the fan's voice and he likes the games. Looks like his experience in writing would be good for knowing character traits as well.

But meh, it doesn't really matter to me.

Hayter or Bale, because 1. Hayter is Snake's voice, and 2. Bale does a pretty good job of sounding like Solid Snake when he plays Batman.

Mortensen, but have Hayter overdub the lines. Then you get the right sound and the right look.

Definitely not Hayter, I think Jackman looks the best but I like Viggo too. Tough.
