The one-hundred-thirteenth article proposed by RingMaster Zee is as follows:

RingMaster Zee hereby proposes that within "The C.I.R.C.L.E. Universe" a war erupted between the Dome of La Nui and the Dome of Xia around 43,000 YBCG. At that time the Xian leadership felt that La Nui's weapons production was becoming a threat to their own munitions and arms manufacturing business and thus launched the first attack in a conflict that became known as "The Iron War", due in large part to the invention of larger-scale military implements made from ProtoSteel and other metals.

This derogatory term is typically used by Makuta to describe lesser beings of Shadow whose origin of species is viewed as impure.

The one-hundred-seventeenth article proposed by Zorrakh is as follows:

Zorrakh hereby proposes that within "The C.I.R.C.L.E. Universe" the word "Horrakah" (hohr-ROCK-huh) shall henceforth be considered a noun in the Matoran language meaning "darkest shadow", that is to say "darkest evil".

 

Furthermore, this word is considered a strong vulgarity and, depending on the society, punishment for its' use is often severe and sometimes even extreme.

 

Xarkhan, the Makuta of Marak Nui, also bestowed this title upon a Toa Team that he experimented on.

Universe" there exist extremely rare "Special Communicators" that are utilized by the Makuta to converse with one another over long distances. Furthermore, each current module allows for the rapid relay of information via a keypad uplink and is outfitted with a built in positioning system.

Results Overview Reference & Discussion thread, however, when there are other blog threads where authors can vote on the proposals surrounding the details of C.I.R.C.L.E., that communication will still happen via PM.

"UNDECIDED" on Article 119. Use by the Makuta would be impractical as they have the ability of telepathy. Use by their lieutenants or other non-telepathic beings would be far better, but I feel that technological communicators would seem out of place in the Matoran Universe.

 

 

Once again, however, using telepathy over long distances is strenuous for the Makuta, as is with using all thier powers for extended periods of time. So, another method would have to be used to contact each other at long distances. Also, the positioning system is a much more accurate way of telling where you are in the universe, and where everyone else is.

There's no evidence to support that claim. The only examples of long distance telepathic communication is by Gorast to Teridax and Teridax to Icarax and none of them showed any sign of fatigue. As far as a positioning system goes, is it really needed? I mean, a quick telepathic flash from a Makuta would confirm another's position. Use by the Makuta would be pointless and inefficient.

 

Perhaps, if this was utilized by non-telepathic beings such as their lieutenants or servants I would support this.

The proposal is for the meaning of a word, not anything else. No need to worry about what the Gardiak are, as I'm trying to get people to forget them for the newest installment of The Outbreak.

113/114 - Aye, both sound intresting and there is no reason to appose either.

115-118 - Aye, all of these seem reasonable.

119 - Nay, change that Makuta's servents and lieutenants and I would certainly vote Aye on it. Makuta are telepathic you know.

I'd like to change my vote on Article 119 to nay. The Makuta can communicate telepathically, after all, among other things that makes this device seem irrelevant.

Nay, Makuta have the ability to use telepathy. Why do they need communicators? I could understand if they gave them to beings within their organization to use with eachother but a Makuta wouldn't need such a device to communicate with anyone.

But the inhabitants of the Matoran Universe live for a while longer than humans, so this would seem more like a prolonged war to them, not an extremely long one.

Not true. A war between two factions can last for a very long time if both sides are well supplied, commanded by cunning leaders, and a hundred other things. The Brotherhood/Dark Hunter War lasted for a thousand years. I don't see why the La Nui Civil War can't last twice that.

Let's look at this from a purely mathematical stand point.

 

Humans may live up to one-hundred years of age or so and, although most do not survive that long, some do. Comparatively, Toa can live to be more than one-hundred-thousand years old. (100,000/100 = An Adjustment Factor of 1,000)

 

Next, consider the Iran-Iraq War. It was considered quite protracted and bloody by modern standards and lasted for roughly eight years. Using the aforementioned adjustment factor, the BIONICLE equivalent would be an 8,000 year war, and the Iran-Iraq War certainly wasn't the longest war in Human History, by comparison the Cold War would have lasted 45,000 years!

 

In other words, a two-millennium long La Nui Civil War is roughly equivalent to a human war of two years or so, which is about one-quarter of the duration of the ongoing "Operation Enduring Freedom" in Afghanistan. ;)

I have come to a decision on Article 119 and have voted nay, because it does not seem that Makuta need it to communicate via technology because they use telepathy.

I would also like to change my vote to a nay on Article 119 since, as pointed out, the device would be fairly useless for a Makuta given the powers they already have.
