Who says they're supposed to pair with each other? I think they're probably from some poll with results chosen selectively based on the various age groups and levels of interest. They all strike me as popular characters (no, the Rahkshi never appeared before, and I'm not entirely certain that's Vezok, but I guess they got a lot of different Piraka or Rahkshi listed as favorites and decided that if they consolidated the results into a single new product they'd be able to profit off of each of those preferences).
