Once again I'd like to welcome everyone, now straight to more business.

NOTICE: Henceforth any "NAY" vote without an explanation will be disregarded.

The once again revised fifth article proposed by Kohila & Toa_Ausar is as follows:

Kohila & Toa_Ausar hereby proposes that the following kingdoms outline, that was previously adopted as the preliminary map of "The C.I.R.C.L.E. Universe", be replaced by the following expanded kingdoms outline instead.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The revised one-hundredth article proposed by Ballom, Kohila, & Toa_Ausar is as follows:

Ballom, Kohila, & Toa_Ausar hereby propose that the consequence of "Probation" administered upon "TOA" Tarth as a result of his violation of the "C.I.R.C.L.E. Participation Policy" be lifted.

As a result, his votes shall once again be counted as "5/5" of one tally, furthermore, all his other membership privileges shall return to normal at the time of this article's confirmation as well.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The revised one-hundred-fortieth article proposed by Legend of Lesovikk is as follows:

Legend of Lesovikk hereby proposes that parallel to "The C.I.R.C.L.E. Universe" there exists a species of beings known as the "Kravah" (KRAH-vah) who were created by the Great Beings with a very essence of pure Shadow. The Kravah had lived in a secluded section of the "Zone of Darkness" since its' creation, but have recently moved their entire civilization to a new location.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-forty-fourth article proposed by Kohila & Toa_Ausar is as follows:

Kohila & Toa_Ausar hereby nominate Makar to the position of "MATORAN".

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-forty-fifth article proposed by Kohila & Toa_Ausar is as follows:

Kohila & Toa_Ausar hereby nominate Kered to the position of "MATORAN".

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-forty-sixth article proposed by Em-Oh-Cee-Ehr is as follows:

Em-Oh-Cee-Ehr hereby proposes that within "The C.I.R.C.L.E. Universe" there existed the "Detark Nui Great Library" (DEH-tahrk NOO-ee GREYT LIGH-breh-ree) on the southern portion of the Isle of Detark Nui that was accessible to all inhabitants prior to the island vanishing. It held information about virtually everything, from historical events to Rahi guides. It was a vital spot for the island's Ko-Matoran due to its' vast content on Physics.

With the Detark Nui Grand Library lost, a new one was erected on the Island City of Metru Nui 2,000 Y.B.G.C., however it too was destroyed ten months prior to the Great Cataclysm, raising suspicion as to Teridax's involvement from various corners of the Matoran Universe.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-forty-seventh article proposed by Makar is as follows:

Makar hereby proposes that within "The C.I.R.C.L.E. Universe", until such time as Canon names are revealed, the First Toa Team shall henceforth be identified as the "Toa Levikk" (TOH-uh LEH-vick) with membership as follows:Lesovikk (LESS-oh-vick), Toa of AirNikila (nih-KEE-lah), Toa of LightningNix (NICKS), Toa of GravityTyru (TIGH-roo), Toa of StoneDezil (DEH-zihl), Toa of SonicsPyril (PIGH-rihl), Toa of FireLakous (laa-KOH-uhs), Toa of WaterOrzink (OHRZ-ihnk), Toa of IronFurthermore, unknown to Lesovikk, although Nix was brutally injured and rendered unconscious, he did in fact survive the Zyglak's assault that killed the rest of their team.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-forty-eighth article proposed by Talvak is as follows:

Talvak hereby proposes that within "The C.I.R.C.L.E. Universe" there exists a form of Liquid Protodermis known as Ethanum (eth-ANN-uhm), which is renowned for its' intoxicating effect on whoever absorbs it. In most places, Turaga prohibit its' consumption by their Matoran, and many frown upon its' use. Despite these restrictions, high trade areas like Stelt, Xia, and Kamas Nui have been known to supply Ethanum to other parts of the Matoran Universe. The most common form of Ethanum is known as Ambrosil (am-BRO-sihl), named for its' deep, amber-like color.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-forty-ninth article proposed by Cap'n K is as follows:

Cap'n K hereby proposes that within "The C.I.R.C.L.E. Universe" there exist objects known as "Kano" (KAH-noh), which are much like Kanohi in the sense that they are masks themselves, but their powers are constantly active and they can be used by all sapient species.

Kano however do not provide sustenance powers to the various species like Kanohi do, and are thus not considered a reliable substitute. A Toa, or other being dependent upon Kanohi, that was wearing a Kano instead, would still feel weak and dizzy, a Turaga wearing a Kano would still suffer extreme weakness, and a Matoran wearing a Kano would still lapse into a coma-like state if their Kanohi mask were not replaced within an certain period of time.

An example of a few popular Kano are one that exhibits the power of "Heat Resistance", allowing the user to be more tolerant of high-ranging temperatures, and one that holds the power of "Warning", alerting the user of approaching danger.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-fiftieth article proposed by Cap'n K is as follows:

Cap'n K hereby proposes that within "The C.I.R.C.L.E. Universe" there exists a substance called "Kanoha" (kah-NOH-hah), which is very much like Kanoka in the respect that they both hold individual powers, and can both be smelted with Protodermis to form Powerless, Noble, and Great Kanohi, as well as other empowered objects.

Kanoha can be found in many locations, including but not limited to "The Southern Islets" within the Dome of the Southern Continent. The substance is characterized by a weak bluish-green glow, and forms when non-sentient things that are destined to become Kanoha are exposed to Energized Protodermis.

The various power levels of Kanoha are as follows:

  • Level 1 ~ These samples of Kanoha are the most common and can be found in rocks, minerals, metals, and other types of Solid Protodermis. Smelting these into Kanohi can form Powerless Matoran masks.
  • Level 2 ~ These samples of Kanoha are uncommon and can be found in plants and sometimes rocks, minerals, metals, and other types of Solid Protodermis. Smelting these into Kanohi can form Noble masks.
  • Level 3 ~ These samples of Kanoha are very rare and can be found mainly in elusive and dangerous sources like lava, though rarely in plants, rocks, minerals, metals, and other types of Solid Protodermis. Smelting these into Kanohi can form Great masks.
The various types of Kanoha are as follows:
  • Diminishment
  • Levitation
  • Poison Removal
  • Regeneration
  • Speed
  • Stealth
  • Telekinesis
It is also known that new powers can likely be obtained from the seven primary Kanoha by smelting various types together, thus leading to a wide variety of possible Kanohi from mixed samples as well.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-fifty-first article proposed by Talvak is as follows:

Talvak hereby proposes that within "The C.I.R.C.L.E. Universe" there exists a form of Crystalline Protodermis known as "Sonic Crystals" (SAHN-ihk KRIS-tls), which are often utilized as a means of communication between Matoran. All Sonic Crystals vibrate at different frequencies. When two or more vibrate at the same frequency, they are then able to absorb, broadcast, and emit sound waves between them. To synchronize the crystals, they must first come into physical contact with one another at the same time, though some beings have created devices to bypass this step. It is best to avoid bringing two synced crystals too close together after the initial synchronization, as this could cause feedback and destroy the crystals.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-fifty-second article proposed by Talvak is as follows:

Talvak hereby proposes that within "The C.I.R.C.L.E. Universe" there exists a type of device known as "Sonic Mufflers" (SAHN-ihk MUHF-lers), which were invented by a Nynrah Ghost during his time on the Isle of Kamas Nui. These devices can be worn over an individual's audio receptors or integrated into their armor to dampen sound waves. The Sonic Mufflers are most often used by De-Matoran to allow them to engage more readily in society without damaging their enhanced hearing.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

And with that said, I open this thread up for discussion on the various articles for the proposed enhancement of our group structure and joint storyline.

Please be sure to vote on all twelve articles in this thread.

Also, note that this discussion and the corresponding voting will end at 1200 PST (Noon in the Pacific Time Zone) on Monday, October 5th, 2009 provided that all of the newly nominated C.I.R.C.L.E. members and at least 2/3 of existing C.I.R.C.L.E. members have voted at that point.

Lastly, as usual the C.I.R.C.L.E. members will be notified of the results via the C.I.R.C.L.E. Results Overview & Discussion thread, meanwhile communication concerning future voting threads will happen via PM.

Thanks.

UPDATE: Articles 5d, 100a, 140a, 144, 145, & 146 have all passed via " UNANIMOUS DECISION ", also

Article 147 has passed with a total of "FOURTEEN AYE VOTES TO TWO NAY VOTES", next

Article 148 has passed via "UNANIMOUS DECISION", where as

Article 149 has failed to pass due to "INSUFFICIENT VOTER TURNOUT", furthermore

Article 150 has passed with a total of "THIRTEEN AYE VOTES TO THREE NAY VOTES", meanwhile

Articles 151 & 152 have both passed via "UNANIMOUS DECISON" and the polls are now closed.

I vote for them all to be approved.

I see no problems with anything proposed here. The ideas are all great, and, the new members should be a great addition to CIRCLE. And, I especially love the sonic crystals, since I used something like that in my Kingdom of Nightmare epics, and, I love the drug like substance.

I vote "Aye" on all the above articles. The proposed members would be a good addition to the CIRCLE, as Koji stated =)

Also, I rather like the concept of Ethanum. It will prove very useful in my upcoming epic, "Zamorslinger", as the main character Skath is often seen consuming a "burning" beverage called "Ta-Koro".

I approve of all except 149, for the reason that I can't picture a Toa or Turaga or Matoran wearing anything besides a Kanohi, considering a "Kano" would weaken them.

Article 149: Nay, I just don’t like the idea of something that’s not a toa/turaga/matoran wearing a kanohi mask or something close to it

Article 150: Nay, same reason as above.

There are species besides Matoran that wear masks in the Universe. ;) Also, Kanoha would become Kanohi indistinguishable from those made from Kanoka.

5d: Aye; much more in-depth and final. But what do the different colors mean? ???

150: Again, Aye. I find it interesting that it can be smelted with protodermis to form powered objects besides Masks.

The colors roughly represent the former territories of each of the Six Kingdoms and Kanoka can be made into powered objects besides Kanohi as well.

I approve of all except 149, for the reason that I can't picture a Toa or Turaga or Matoran wearing anything besides a Kanohi, considering a "Kano" would weaken them.

Clearly I think that no one intended Kano use to be limited to the Matoran species.

Now onto my ballot:
  • I vote "
AYE
" on Article 5d despite the fact that I prefer my color scheme.
:P

I also vote "
AYE
" on Article 100a, good to have you back
.
:D

I'm still leery of the implied Inter-Dimensional War, but Article 140a gets my approval and "
AYE
" vote for now as well.

I welcome the new members with "
AYE
" votes on Articles 144 & 145, meanwhile I see no reason to oppose Article 146 so it gets an "
AYE
" too.

Next, I have decided to vote "
NAY
" on Article 147, based upon
's position, however I know how integral this is to
's story, thus I made certain my opposition wouldn't be vital to the outcome of this proposal either way. B)

I'm reluctant to support Article 148, but that's just me, so for now I'll vote "
AYE
" I guess.

On-the-other-hand, after some thought, I'm "
UNDECIDED
" on Article 149 and leaning towards "
NAY
" based upon my agreement with comments made by
and
, not-to-mention my own previous opposition to giving lesser beings powers through not-so-creative means.
:shrugs:

Furthermore, I see no reason to support the unnecessary redundancy of Article 150, thus I vote "
NAY
" here as well.

Lastly, I vote "
AYE
" on Articles 151 & 152 as I see no reason to oppose any of these two objects.

Anyway, congrats to the nominees and good luck.

Next, I'm currently "UNDECIDED" on Article 147, leaning towards Zåhåku 's position, however I know how integral this is to Makar 's story.

147- Nay, Im OK with the members and the team name. However, I think we should just keep lesovikk as the only surivor.

For Zahaku, and the others who are undecided/against Nix surviving, I must tell you that Nix surviving is NOT a good thing for Lesovikk or anyone else. Nix and Lesovikks reunion is not one of old friends. Nix absolutely hates Lesovikk for leading his team into a fatal disaster, especially that of Niklia (who he loved). It is Nix's urge for revenge that makes him the main antagonist of my trilogy, The Zelix Nui Trilogy. I'm not trying to persuade anyone to change their vote, I just wanted everyone to know.

I say "Aye" to all stated articles. Having two new members is good, as is lifting Tarth's punishment. And there are some interesting ideas in these, to be sure. :D

"AYE" to Article 5d.

"AYE" to Article 100a. He has remained active and should have his suspension removed.

"AYE" to Article 140a. With no mention of an interdimensional war, I see no reason to oppose.

"AYE" to Article 144. Welcome to the C.I.R.C.L.E.!

"AYE" to Article 145. I'm sure you both will be a great addition to our group.

"AYE" to Article 146. I see no reason to oppose.

"AYE" to Article 147. One might say that Nix truly did die in the fight against the Zyglak, only to be replaced by a shell filled with hatred.

"AYE" to Article 148. You are correct, Zahaku. Ethanum is very much like alcohol. Its name is actually based off of drinking alcohol's scientific name: Ethanol.

"UNDECIDED" on Article 149. While I see no reason to oppose the Article, I see no reason to support it either, other than as an alternative way to give powers to beings who lack the mental disipline to use Kanohi.

"AYE" to Article 150. A good explanation to how Matoran can craft masks without purifying liquid protodermis.

"AYE" to Article 151. I was wanting a means of communication that is better and faster than trained Rahi.

"AYE" to Article 152. How else are De-Matoran going to interact with others?

Aye to Article 5d. We need to make sure we have a the latest map.

Aye to Article 100.

Aye to Article 140. It seems fine to me.

Aye to Article 144.

Aye to Article 145.

Aye to Article 146. We should always find places in the original Canon to expand.

Aye to Article 147 aside from the name. It sounds just a bit too similar to Lesovikk's name.

Aye to Article 148. There are so many comments I would say for this, but I won't. :P

Undecided on Article 149. I can't find a reason to support the objects, but I can't find a reason to be against it. I actually like the idea of Kanohi only being activated by those with mental decipline.

Nay to Article 150. It seems a bit too similar to Kanoka, aside from the fact that it is a substance.

Aye to Article 151. An ingenious idea.

Aye to Article 152. We can do with more unique devices.

That's it for now in this topic, I guess.
