Vakama knew what the Kanohi Vahi was and had a faint idea of what it could do. However, he didn't even know what type of Kanohi he was wearing. Yes, he was a mask maker, but he would not have had many chances to forge masks of power as there weren't many Toa to do that for.

Plus, he technically didn't know how to 'use' the mask anyway; given the amount of help it allowed when he used it. =P
