An administrator is a member that has 'superpowers' on BZP. They can close topics, etc. I don't know what you mean exactly, but you can build Bionicle sprites if you find one of the sprite forums and if you have a graphics editing program.

Yes, there is a way to specifically send a message to one person. It's called the PM or personal message system. In the forums, you can click on the name of a member, and a list of options will come up, one of which is the PM. If you are on their page, it's under their personal photo as "Send Message"
