I'm going to guess that most AFOLs value them more as parts than as sets, so resellers tend to make more money from parting them out than from selling them sealed. Also, when they were released to stores they appealed more to kids than to adults, and kids are unlikely to buy a set just to keep it sealed and resell later. Bricklink only has a few "new" (unopened) copies of certain sets for sale, but they do have some. Have you checked there? Other than that, I don't know your best recourse, since I don't buy a lot of older sets on the aftermarket and wouldn't even know where to begin looking. I'm guessing you've already tried eBay...
