Shining examples of this are Minecraft, Little Big Planet, and Halo's Forge tool. What other videogames do you think could benefit from a user-creation tool? I think that Portal would be cool with a user-creation tool. There are plenty of cool toys (blue goo, turret bots, man cannons) in Portal that players would have fun implementing into their levels.
