Help on "explorer" type program

I was wondering how one would make a program to explore around a fictional universe's geography (like Google Earth). I suspect that I would need some 3-D modeling software in order to bring out the details of said geography (like Blender) but I have no idea how to bring it all together. Any ideas?

Well, there are many great tutorials on doing this kind of thing in blender (which I use), but I don't know about other things. However, if you send me a map of this place I'll probably be able to create one myself and see how you like it, then change it if there's anything different. If it's like an island or something big, though, I will need just sketches of what the scenery in locations looks like. The reason I suggest that I do it is that doing this kind of thing, although relatively easy to do, it is hard and tedious to learn it, especially if you're only learning that. Hope this was helpful.
