It's not terrible, but I'd expect that the licensed sets, which include paying for the license to produce the set, would be the more wacky ratios, so it surprised me that they all fall almost exactly on the 10 cents per piece ratio, while these fall quite short in comparison.

The pricing on the Research Institute is also a bit odd because they didn't even have to make new minifigures or anything, they mostly just reused old ones, and there's also very few recolors and no new parts that would justify the increased price. It is what it is though, I guess.

Lego wanted to make more female minifigs, but that would double production costs.
