Back when I had Xbox live, and played Halo 2 over it, the highest rank I ever got was either a 15 or 16. Might have gotten a 17, but I doubt it. My tactics were mostly based around dodging, and bringing down everyone's shields with grenades(which I generally failed at, as that was hard to do in-game), rather than "GET BIG WEPON, AND KILL GAIZ FAST", which is the main goal of Halo multiplayer.
