I cannot even recognize half the characters.

And Penguin doesn't look like Penguin, Nuff said.

I actually managed to name them all just with my small knowledge of batman, and I don't even read DC comics.

From left to right: Clayface, Two face, Penguin, Killer Croc, Riddler, Batgirl, Bruce Wayne, Scarecrow, Cat Woman, Joker, Harley Quinn, Poison Ivy, Bane, Mr. Freeze.

And I don't know what you mean. Penguin looks like Penguin to me. Short, big nose, and 3 fingers. Add a top hat, suit, monocle, and an umbrella and you got yourself Penguin!

Actually sorta looks like it could be decent.

Besides one or two character designs, like Joker.

Also Penguin is beyond a doubt penguin.
