What program are you using at what specific things are you having problems with?

Inkscape, and I just don't know how to do anything. There was supposed to be a bitmap tracer which just didn't do anything, the pencil won't make a solid path, I just still have no clue what to use for what I need.

Bluh, can't really help with Inkscape. Try downloading this and changing it's file extension to .svg. That should give you about what you want.
