Are those unicorn horns being used as eyes?

Yeah. A few months ago I was thinking "hey the unicorn horn piece fits almost perfectly into the Vahki eye, too bad it doesn't come in light blue or I'd be able to use it for Roodaka".

It took me about a minute before I realized not only that it does, but that I had both Uni- and Biznis Kitty standing on my desk about two feet away.

Brilliant!

Roodaka's head always fascinated me. Such a cool idea, but such an odd construction.
