Story Significance

From a story; so people need to infiltrate a base to get information, but they need to create a distraction, so that while troops move out of the base, a small team can sneak in. Thus there are two groups; the infiltrating group and the other army causing the distraction.

The story is primarily first person, so which team should the protagonist go on for maximum adventure entertainment?

In one of my stories, the infiltration was supposed to be very sneaky and crafty, but it didn't get displayed because I preferred to put my main character in the heat of a big battle. What would you do? (Assuming you were a writer who could pull off a great piece of work in either circumstance)

Is the team that is evacuating the base also an option to have from their perspective? Or are the two infiltrating teams the good guys? (I'd go with the latter.)

If you stick with first person, then I am inclined to think that the infiltrating base will get more of the action. But if you think the distracters will, then shouldn't they be the main focus? Or maybe you can make it third person (would this be easier to write?) and have it switch between team (though I guess this is obvious.)
