No it isn't allowed. Names like that require the permission of the original user for use. So if I changed my name, and someone wanted Omicron, they would have to ask me first before using it. Same with Omi and Volar.

So Kopakalaka can report innerG for using his name without permission, and the name can be reverted back to innerG.
