Not necessarily. He may have just meant that whatever "it" was was "me" (e.g. "Give I that car." "It's me!"). Furthermore, according to the dictionary, it's perfectly acceptable in informal speech. He may have been mocking the incorrect usage, or perhaps he was using an older form of the language based on a French construction rather than the Latin reconstitutions that various post-medieval authors have attempted to enforce upon English speakers.
