Once again I'd like to welcome everyone, now straight to more business.

NOTICE: Henceforth any "NAY" vote without an explanation will be disregarded.

The revised one-hundred-twelfth article proposed by Ballom, Kohila, & Toa_Ausar is as follows:

Ballom, Kohila, & Toa_Ausar, after brief deliberation with all of the current "C.I.R.C.L.E. Members", hereby propose the administration of the consequence of "Probation" upon "MATORAN" Rhas as a result of his violation of the "C.I.R.C.L.E. Participation Policy".

The status of "Probation" shall result in his votes counting as "1/5" of one tally for a three-month period, furthermore, all of his subsequent votes shall be nullified until such time as he provides a more thorough rationale for his blatant violation, and thus his membership shall not be counted in the "Voter Turnout Calculations" until the explanation has been given.

Provided that he does not repeat the offense during the three-month period his membership privileges will return to normal at that time.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The revised one-hundred-forty-seventh article proposed by Legend of Lesovikk & Makar is as follows:

Legend of Lesovikk & Makar hereby propose that within "The C.I.R.C.L.E. Universe", until such time as Canon names are revealed, the First Toa Team shall henceforth be identified as the "Toa Vuata Maca" (TOH-uh voo-AH-tah MAAH-cuh) with membership as follows:
  • Lesovikk (LESS-oh-vick), Toa of Air
  • Nikila (nih-KEE-lah), Toa of Lightning
  • Nix (NICKS), Toa of Gravity
  • Tyru (TIGH-roo), Toa of Stone
  • Dezil (DEH-zihl), Toa of Sonics
  • Pyril (PIGH-rihl), Toa of Fire
  • Lakous (laa-KOH-uhs), Toa of Water
  • Orzink (OHRZ-ihnk), Toa of Iron
Furthermore, unknown to Lesovikk, although Nix was brutally injured and rendered unconscious, he did in fact survive the Zyglak's assault that killed the rest of their team.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-sixty-fourth article proposed by Ballom, Kohila, & Toa_Ausar is as follows:

Ballom, Kohila, & Toa_Ausar, after brief deliberation with all of the current "C.I.R.C.L.E Members", hereby propose the administration of the consequence of "Probation" upon "TOA" Erebus Nuva as a result of his violation of the "C.I.R.C.L.E. Participation Policy".

The status of "Probation" shall result in his votes counting as "3/5" of one tally for a three-month period, furthermore, all of his subsequent votes shall be nullified until such time as he provides a more thorough rationale for his blatant violation, and thus his membership shall not be counted in the "Voter Turnout Calculations" until the explanation has been given.

Provided that he does not repeat the offense during the three-month period his membership privileges will return to normal at that time.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-sixty-fifth article proposed by Ballom, Kohila, & Toa_Ausar is as follows:

Ballom, Kohila, & Toa_Ausar, after brief deliberation with all of the current "C.I.R.C.L.E Members", hereby propose the administration of the consequence of "Probation" upon "TOA" Zee as a result of his violation of the "C.I.R.C.L.E.

The one-hundred-sixty-sixth article proposed by Kohila & Toa_Ausar is as follows:

Kohila & Toa_Ausar hereby nominate Iro to the position of "MATORAN".

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-sixty-seventh article proposed by --V-- is as follows:

--V-- hereby proposes that within the "The C.I.R.C.L.E. Universe" there exists an additional Tribe of Matoran that have a distinct association with the Element of Sanity, sometimes simply referred to as "The Mind".

Sa-Matoran are exceptionally rare and typically wear armoring that is a combination of Grays and tend to have Extremely Closed-Off personalities. Members of this tribe also experience progressively deteriorating sanity themselves.

Toa of Sanity are exponentially more uncommon than their Matoran counterparts, and typically go insane not soon after they finally gain true control over their Element. Novice Toa have limited control over the Sanity of all sentient beings within a several bio area around them, meaning that they can easily cause a target to become temporarily depressed, meanwhile a more experienced Toa is capable of inflicting realistic hallucinations within their target's mind. Toa of Sanity are usually shunned by their teammates and are in some cases even considered corrupt because of the perception that their Element is somehow "taboo".

In recent years the Tribe of Sa-Matoran inhabiting the Dome of Xen have undergone self-imposed exile, secluding themselves away in the Temple of Sanatarius atop the "Island of Confusion".

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

The one-hundred-sixty-eighth article proposed by Zahaku is as follows:

Zahaku hereby proposes that within the "The C.I.R.C.L.E. Universe" there resides a sub-species of Rakile known as "Shaloxx" (SHA-locks) that make up the primary population of the Southern Islet of Fenzor in the far eastern reaches of the Dome of the Southern Continent.

These large, reptilian warriors are renowned for their strength, surprising speed, and adept skill with most any sort of weaponry. Although they are distantly related to the Rakile, the Shaloxx are larger, have no tails, and fail to exhibit the various castes displayed by their brethren. Little else is known about the sub-species as a whole because they typically keep to themselves and are inherently distrusting of other species, even to the point of violently repelling all who attempt to seek port upon their homeland.

A notable member of this sub-species is Nextrax, a member of the Order of Mata Nui.

Now, feel free to discuss this proposal in this thread and then vote.

All in favor vote "AYE".

All opposed vote "NAY".

And with that said, I open this thread up for discussion on the various articles for the proposed enhancement of our group structure and joint storyline.

Please be sure to vote on all seven articles in this thread.

Also, note that this discussion and the corresponding voting will end at 1200 PST (Noon in the Pacific Time Zone) on Monday, November 16th, 2009 provided at least 2/3 of C.I.R.C.L.E. members have voted at that point.

Lastly, the C.I.R.C.L.E. members will be notified of the results via the C.I.R.C.L.E. Results Overview & Discussion thread, however, when there are other blog threads where authors can vote on the proposals surrounding the details of C.I.R.C.L.E., that communication will still happen via PM.

Thanks.

UPDATE: Article 112a has passed via "UNANIMOUS DECISION", next

Article 147a has passed with a total of "SIXTEEN AYE VOTES TO THREE NAY VOTES", also

Articles 164, 165, & 166 have all passed via "UNANIMOUS DECISION", however

Article 167 failed to pass due to a "VETO", meanwhile

Article 168 has passed via "UNANIMOUS DECISION" and the polls are now closed.

Article 112- AYE

Article 147- AYE, We changed the name to Vuata Maca because "Levikk" was originally planned to be the Turaga that trained them but Legend of Lesovikk had another Turaga already training them, so Vuata Maca works better.

Like many of you, I reluctantly vote "AYE" on each of the Articles 112a, 164, & 165. I truly hope that we don't revisit this same scenario too often. :(

Next, I vote "NAY" on Article 147a based upon my same opposition as the previous rendition of this proposal. Basically I don't have a problem with any of the names, I'm just not crazy about the idea of additional survivors, and knowing how integral it is to Makar 's Epic doesn't help either. :P

On a much lighter note, I happily vote "AYE" on Article 166. Welcome to the group Iro ! :happydance:

Once again reluctantly I'm going to have to "VETO" Article 167. I know that their existence is likely key to --V-- 's story, but at the same time, I couldn't figure out what a Toa of Sanity could do that a Toa of Psionics could not do and then some. Basically what I'm trying to say is, that Sanity is a Psionics Power, just as Acid and Molecular Disruption are Disintegration Powers, and Vacuum is an Air Power. In short I see no reason why this settlement cannot simply be a group of unstable Ce-Matoran?

Lastly, I vote "AYE" on Article 168 as I have no reason to oppose it.

Article 112a - Unfortunately, Aye

Article 147a - Nay once again, Id like to keep it Canon when it comes to Lesovikks team. The members and the team name are reasonable with me though.

Article 164 - Unfortunately, Aye

Article 165 - Unfortunately, Aye

Article 166 - Aye, welcome to the team. Look foward to working with you Iro.

Article 167 - Undecided on the grounds stated by Toa Ausar

Article 168 - Aye. Its my own article.

112a- AYE. He's had time. He could've explained.

147a- UNDECIDED. I understand the fact that I voted 'AYE' to the first article, but now I'm not sure. Living members is sort of pushing it.

164- AYE. Same as Rhas.

165- AYE.

166- AYE. Welcome to the club, Iro!

167- UNDECIDED, leaning toward NAY. Sounds like Psionics, or Spirits, or even Fate. Heck, it can even be a mix of them.

168- AYE. This species just keeps on expanding.

Article 112a: A reluctant AYE.

Article 147a: AYE, I'm sticking with my original vote on this, I like the idea of Nix's death being metaphorical.

Article 164: A second reluctant AYE.

Article 165: A third reluctant AYE.

Article 166: AYE, glad to have you aboard!

Article 167: UNDECIDED, leaning towards NAY. Is it truly neccesary to have another mind-based Element?

Article 168: AYE, I see no reason to oppose.

Here's how I will vote for these:

Articles 112a, 147a, 164, and 165: Aye, and make that Double Secret Probation! :P

Article 166: Aye. It's always good to see a new member of the tribe. Welcome, Iro!

Article 167: Nay. While I'm fine with psychic powers in general, I can't say that I like the idea of this power of the "mind". First of all, the idea of Matoran who control the sanity of others, and become progressively insane themselves, sounds very unnerving. If anything, such a bizarre power would belong to a Makuta and used to perform acts of malevolence. In addition, this idea seems crazy to me (pun intended), because I can't fathom the ideas of the subconscious mind, sanity, or anything related to Freudian or Jungian psychology connected with Bionicle.

Article 168: Aye. The original Rakile sounded cool to me, and a subspecies of these lizard beings would be no exception.

And there you have it.

~B~

Well Ballom. Reptillian doesnt exactly mean their Lizard people.

There are several castes of Rakile.

Lizard-like rakile

Turtle-like Rakile

Snake-like Rakile

Crocodillian-like Rakile

Dragon-like Rakile

Maybe I should make names for the castes? ^_^

Article 112a, 164, 165: Aye, unfortunately.

Article 147a: Aye. Names are all fine; I'm a little reluctant to retcon in another survivor, but as long as he doesn't come into contact with Lesovikk I suppose it doesn't matter.

Article 166: Aye, welcome (probably :P) to the group Iro.

Article 167: Aye, it's an interesting concept. Toa_Ausar did bring up the fact that Sanity is similar to Psionics, but we already have separate Matoran tribes for both Lightning and Electricity, which I can't imagine are very different, so by those standards I'd say that Psionics and Sanity are distinct enough from each other, especially if we could say something like all Sa-Matoran are from a defective or mutant bunch of Ce-Matoran.

Article 168: Aye, I have no problem with this.

It is true that there are Hi-Matoran and Ho-Matoran within the C.I.R.C.L.E. Universe, but that really furthers my point because Electricity and Lightning used to be a single Elemental Tribe. The distinction between the two now stems from an argument that is as old as the universe itself. The females of the once unified tribe preferred one set of terms and armoring, meanwhile the males favored an entirely different outlook. The disagreement grew so heated that a seemingly irreparable rift formed between the two sexes, thus all Matoran of Lightning are female, and all Matoran of Electricity are Male. ;)

That is why I said I would support an explanation as to how Sa-Matoran aren't just normal Ce-Matoran.

Pythak - Snake Rakile

Still thinking about the Dragon Rakile and Pronunciation. My brother came up with the names.... what do you guys think? :)

Erebus Nuva ~ It's good to have you back, however in the future, please remember to refrain from the blanket "I vote such-and-such to all" votes. :uhuh:

Zåhåku ~ The names are nice and original, however only the first one seems to hint a relation to the underlying caste type. :shrugs: Anyway, I'm interested in seeing what else you come up with as well as their pronunciations.

Zharial is actually from Gharial (or Gavial) a member of the crocodillian family.

Also if I put Treko for the Lizards, that could be like 'Gecko'.

Could change Facroz to Drakoz for the Dragons.

That leaves the turtles/tortoises. Maybe Galifos, for Galipagos Tortoise?

I think I will change the lizard castes name to something different than Trecko.... doesnt really conjure up the image of a dangerous reptilian creature. Reminds me of my pet Leopard Gecko.....
