So, I'm replaying Ocarina of Time.

 

Can someone please explain to me why, in the second fire dungeon, every key so far has been inside a prisoner's cell? That's like decapitating the person you're protecting.

In Ganon's defense, do you honestly think he was expecting a legendary hero to come out of a time vortex and start wrecking his stuff with no warning whatsoever?

Yes, considering that it seemed to be part of his plan to send him into the time vortex in the first place so he could access the Triforce. And even if not, you have an over-magic conversation with him once you kill Phantondorf in the forest temple, and he's an all-powerful king of all things evil and lightly shaded. He can take the keys out of the prisoner's cells in that time.
