never seen anything like that before, but have you ever seen those "glasses" that are all opaque, except for a lot of tiny holes. They strengthened the eye muscles, because you'd have to focus on individual dots in order to see through them.

I'd assume these are something similar, your eye just focuses on the clear parts.

That said, since when do Sunglasses have to be functional? Just look at all of the ones released with super-wide/tall ear-thingies? Those are obstructive to perepheral vision.
