I see these reputation things next to every topic- what are they?

Just as they appear, they are indeed part of the reputation system, which was introduced back in February. It's BZP's equivalent of a like/upvote system, but only positive reputation is possible (you can't vote something down).

It serves several functions - to allow members to show support for something without commenting, to allow people to order topics based on popularity (click "Custom" on the blue bar in a forum, and select "Reputation" in the "Sort by" menu), and to allow Reporters to pick topics in the Creative Outlet to be featured on the front page.

There is also a record of the highest reputation content on BZPower here.

And it's not just topics - it's posts, blog entries, blog comments, calendar events... But yes, the number you see listed next to a topic in a specific forum indicates how many people have "liked" the first post of that topic.

Does that answer things?

From the Q&A Compendium:

19. Post Reputation: Added February 9th, 2014. This number displays how many members have "Liked" the post. Content is Likeable on the Forums, in the Blogs, in the Calendar, and in the Gallery. Names are not attached to the Likes, and negative Reputation is currently disabled.

Furthermore, members are unable to Like their own content. To the left of the Reputation number of content you haven't posted, however, you will find an arrow button, rep_up.png. Click this to "Like" the post. Members are currently unable to "Unlike" content they have already supported.

(The actual arrow is blue, but you get the idea.)

In the case of topics, the number by the topic is the number of reputation points the first post has.

That about answer things?

EDIT: Man, I just got ninja'd so hard you'd think it was Ninjago Month or something.

To give a concrete example of how reputation works, I am clicking the arrow button beneath this post in order to indicate that this is probably the best "ninja'd" edit I've seen.
