Yes, but the Dalek has flight, speed, suction cup plunger, electron beam(hey, you can see people's skeletons, lasers don't do that), and logic.

Godzilla has size and radioactivity. Daleks can survive in space, so therefore they could survive radioactivity if they can survive solar radiation.
