Have his head be trans-orange. That may help. And maybe have a couple of the larger Space Police flames around him.

Maybe....a smattering of Tahnok shields? They look kind of explosion-y.

The minifig should be a black-skeleton/all-black minifig/have a horrified face.

Using a range of trans-orange, trans-neon-orange, trans-red and trans-yellow should do fine.

Other laser kitties descending from the skies around is a must as well.

Add a few props or something. Like a sewer hole thing, or white/yellow stripes on the ground to make it a road. Nothing too bright to attract the eye away from the main idea, but put in something to remove some of the plain-ness
