That doesn't look painted to me. It has the plastic injection swirls that appear on other pieces of this color.

 

Could be third-party, or a super-rare. Unless you know the source of the picture, I'd wager you have poor chances of finding one. It is real neat, though! Where'd you find the image?

Are you sure it's silver? I have a prototype one in Metallic Dark Gray (the gunmetal color used for Makuta's armor), and in the right lighting I think it could potentially look like this.

 

Even if it's not the exact same color, it's still possible that it's yet another prototype.

Yes that Brickshelf page is prototypes and misprints, so it probably is a genuine Lego piece.
