New varieties of dangerous quantum-narcotics are giving users temporary power over certain laws of physics. Most die through misapplication of their abilities (as they are intoxicated during the phenomenon) and those who survive to endure repeat exposure burn out and go terminal. This doesn't stop them from doing tremendous damage to life and property in the process and possibly weaken the fabric of space-time.
With militarized application of these substances [officially] banned, it's up to a new class of detective to handle quantum forensics and enforcement. Implanted with neural savant devices, the detectives of Quantum Division intuitively perceive the mathematical truths and theoretical underpinnings of the universe all around them; making them uniquely capable to track and bring down q-heads.
