It looks weird.

It happened because you were looking at one page, then, someone pmed you or something and the server was too busy, thus it brought up the message.

Oh yeah, that's happened to me before. It's kind of a warning of impending doom.

That always happens to me...

 

...Minutes before the board's turned offline for whatever reason.

It loads the info for that box via and Ajax request. The server replied with it's typical "Server Too Busy" message, and the box just inserted the HTML content anyway (it has no way to tell whether it got the info it wanted or not).
