For those of you who don't recognize the name, he was Dr. Moon in the Library episodes. When I first saw those episodes I thought "hey, he'd make a cool Doctor," probably because the character's full name was The Doctor Moon, which of course most likely influenced that thought. Dr. Moon had kind of a Doctor-ish mannerism to him, too.
Plus, if this actually happens, then it could be explained that the Twelfth Doctor, knowing River's
