I agree with both Omi and Kame.

Personally, what's fun to do is ride in a massive car, so the lights are set up quite high on the vehicle and they seem like High-Beams even though they aren't. Then, when other people flash me with their High-Beams to tell me to turn mine off, I can turn mine on and flash them back to say they actually are off. I've gotten a looooot of apologetic waves from that.

I turn my side mirrors straight towards them so they get their own hi-beams right back in their face. Simple, but effective.

I sometimes wish I had a trunk monkey, so if someone was tailgating me, I could just hit a button and wham! Instant trunk monkeyification.

My rule of thumb is, is they're tailgating you, you're more at risk to get into an accident, so you should probably pull over and let them by. At least then when they do something stupid you won't be around.
