Theoretical missing forms for the Heroes

Hi, guys. As you can see, we have nine main heroes of Hero Factory. They are Stormer, Stringer, Bulk, Furno, Breez, Surge, Rocka, Nex, and Evo. They have the upgrades, but there is one time: Not all of them have the same upgrades. I mean, think about it: 

1.0: 
1. Stormer. 
2. Stringer. 
3. Bulk. 
4. Furno. 
5. Breez. 
6. Surge. 
7. No Nex. 
8. No Evo. 
9. No Rocka. 

2.0: 
1. Stormer. 
2. Furno. 
3. Breez. 
4. Surge. 
5. Nex (born with it). 
6. Evo (born with it). 
7. Stringer (he doesn’t have a set). 
8. Bulk (he doesn’t have a set). 
9. Rocka (born with it. He doesn’t have a set, though). 

3.0: 
1. Stormer (based on a rhino). 
2. Stringer (based on a bear). 
3. Bulk (based on a wolf). 
4. Furno (based on an eagle). 
5. Nex (based on a tiger). 
6. Rocka (based on a lion. He also got an XL form). 
7. No 3.0 form for Breez. 
8. No 3.0 form for Surge. 
9. No 3.0 form for Evo. 

Breakout: 
1. Rocka (tall, and he has a scope on his helmet). 
2. Stringer (short). 
3. Bulk (tall). 
4. Furno (tall). 
5. Breez (tall). 
6. Surge (short). 
7. Nex (short). 
8. Evo (short). 
9. Stormer (we only saw his XL form. Where’s his normal Breakout form at?). 

Brain Attack: 
1. Stormer (tall). 
2. Bulk (short). 
3. Furno (we only saw his XL form. Where’s his normal Brain Attack form at?). 
4. Breez (short). 
5. Surge (tall). 
6. Rocka (short). 
7. Evo (short). 
8. No Brain Attack form for Stringer. 
9. No Brain Attack form for Nex. 

Invasion From Below - same as Brain Attack, but all of the Heroes are at equal height, as they are as tall as Bulk, Furno, Breez, and Rocka’s Breakout forms (I did measuring in the television episodes). 

There is some unevenness. It’s possibly because of low budget issues. Lego should tell us everything. 

Anyway, for those who wonder what would the Heroes’ missing certain forms would look like if they are released. Well, here’s what I would imagine: 

1.0: 
1. Rocka - He would wear the same helmet as his Breakout form’s, but without the scope. His limbs would be white. His Hero Core would be white. His weapon would be a blaster with a blade on it. 
2. Nex - He would wear the same helmet as his Breakout form’s. His limbs would be white. His Hero Core would be dark green. 
3. Evo - He would wear the same helmet as his Breakout form’s. His limbs would be black. His Hero Core would be purple. I know that these Heroes never had 1.0 forms, but if someone or something would devolve them that way, I would imagine them to be that way. 

2.0: 
1. Stringer - He would have the same head and Hero Core as his 3.0 form’s. His 2.0 helmet should have white headgear, and his secondary color would be gunmetal gray. His weapon would be a blaster. He is seen having his Sonic Boom Weapon in Episode 8: Breakout Part 1 in 2012, but he needs a new weapon because the Sonic Boom Weapon was a weapon that he used when he was a 1.0 Hero. 
2. Bulk - He would have the same head and Hero Core as his 3.0 form’s. His 2.0 helmet should have white headgear, and his secondary color would be white. His weapon would be a blaster. I would also imagine Bulk having his Metal Sphere Shooter, but he needs a new weapon because the Metal Sphere Shooter was a weapon that he used when he was a 1.0 Hero. 
3. Rocka - He would have the same head and Hero Core as his 3.0 form’s. His 2.0 helmet should have white headgear, and his secondary color would be silver. His weapon would be a Multi-Tool Ice Shield (like in the television episodes, but with different stuff rather than looking like Evo’s MTIS). I know that their forms are shown in the television episodes, but the people who animated the show just used the 3.0 forms as inspiration for these Heroes’ 2.0 forms. 

3.0: 
1. Breez - I would imagine her to be based on a green bird. 
2. Surge - I would imagine him to be based on a blue bird. 
3. Evo - I would imagine him to be based on a yellow cougar. 

Breakout: 
1. Stormer’s normal Breakout form - I would imagine Stormer’s normal Breakout torso armor to have the same markings as his XL form. He would be as tall as Bulk, Furno, Breez, and Rocka. He would use a smaller version of the Power Sword. 
2. Rocka should have the scope-less version of his 1.0/Breakout helmet. 

Brain Attack: 
1. Stringer - I would imagine Stringer’s visor to be blue. He would be as tall as Stormer and Surge. His weapon would be an axe called a Sonic Axe, which can shoot sonic waves. 
2. Nex - I would imagine Nex’s visor to be green. He would be as tall as Stormer and Surge. His weapon would be a spear called a Plasma Spear, which can shoot plasma blasts. 
3. Furno’s normal Breakout form - I would imagine Furno’s normal Brain Attack form to be a smaller version of his XL form, but with two hand pieces rather than one. 

Invasion From Below - Stringer and Nex should have their own Invasion From Below forms. If I want these forms to be in the sets, each of the Heroes should have at least one Battle Machine. 

So, there. You can do MOCs on those. You might need to use something like Shapeways and 3D-modeling for the helmets and headgear. What’s your take on these missing forms?

Fixed a few things.

Unless there are characters who are specifically mentioned to have participated in a mission but didn't get a corresponding set, I don't think we actually are "missing" any forms. There are no "budget issues" or any kind of big secret for Lego to "tell us" about. 

The whole point of Hero Factory was that there was a revolving roster of characters constantly being assigned to different missions. Every character wasn't supposed to get a makeover for every wave. Some of them were probably off doing different things during some of the adventures we saw happen. There's nothing stopping folks from imagining or MOCing new upgrades for those characters, of course, but I wouldn't characterise the absence of certain Heroes from some waves as some mistake or oversight.

I’m not asking why this happened. I’m asking how would you imagine the characters looking like in their unused forms.

i prefer to build mocs for these purposes, maybe you should download stud.io to conceptualize these
