I assume that he would have the elemental power of Toa, able to create, manipulate, and absorb Toa at will. 

As such, all resident Toa would hate his guts and he would probably turn into an evil villain as a result. 

The question is, can a Toa of Toa create additional Toa with the elemental power of Toa?
