Terumi was a sort of virus like thing that was inside Hazama, his influence twisting his mind to what you see now. Terumi then was able to have a body himself, but the rule for killing him is to kill him and Hazama at the same time. Supposedly Hakumen killed Terumi while Platinum killed Hazama (even though Hazama took her down with him). However that must've failed since looking at the roster for Central Fiction shows...
