When you make the PM, you can select one person in the regular way. Right below that is a bar that says Other Recipitents. You can type names separated with commas in that bar, and you can add up to 9.

If you already made the PM, look o the left to see the person you have sent it to. There should be a section that says Invite participants. You repeat process there.
