It might be an earlier Mondasian variant, though.It's unknown where the BotC Cybermen came from. We know they're not Cybus, but they have a Cyber-face on their chests rather than a blank raised circle like the other new-series our-universe Cybermen. I believe Telos was never an original home of the Cybermen, just a place where they built their cryo-tombs. I'm assuming these are Mondasian, but some splinter faction.
